It maybe because the servers are being moved around? Joomla now runs on 7 dedicated servers, a few weeks ago it was 6, JED (Joomla Extension Directory) is now on its own server as its the most demanding area

I'm glad to see the forums performing better in the past week--I just wish that there would have been an official announcement somewhere (unless I missed it). Anyone have a link?
